Feature request:

It would be nice if a user could rate (1 to 5 starts would suffice) a bug/ticket when its closed.

You can add a custom select field for a rating system if you wanted. That requires no code changes and can be done in Administration --> Fields --> Add Custom Field. With a little code and template hacking, you could make a star rating system.
